Railroad undertakings (RUs) are obliged to inform passengers about their rights, as well as during the journey about the next stop, possible delays, safety aspects and available services on board.

If a train is canceled or delayed, passengers are entitled to a refund or compensation of the fare. Under certain conditions, alternative transportation by long-distance train or cab can also be used.

They apply exclusively in the event of disruptions to rail services. RNN rail services include all local trains, i.e. regional trains (RB), regional express trains (RE), suburban trains and all other local trains. It does not matter which rail transport company (RU) operates them.

- A delay of at least 20 minutes must be expected at the destination stop in order to use another train.

- A delay of at least 60 minutes must be expected at the destination stop in order to apply for a refund or compensation.

- The passenger must be in possession of a valid RNN ticket for the entire journey.

In the event of an expected delay of more than 60 minutes at the destination station, the journey can be terminated earlier if the entire journey has become pointless due to the delay. In this case, the fare will be refunded. This applies both to the route not yet traveled and to the route already traveled and to the return ticket to the departure station of the journey.

If the destination station is reached with a delay of 60 or 120 minutes, the following compensation claims apply:

Anyone traveling by train with an RNN one-way ticket can be reimbursed 25 percent of the fare paid in the event of a delay of one hour or more at the destination, and 50 percent in the event of a delay of two hours or more.

One-way tickets cannot be collected for compensation.

However, compensation is only paid out for amounts of 4 euros or more.

If you are traveling by train with an RNN season ticket, you can receive a refund of 1.50 euros for a ticket without a 1st class supplement or 2.25 euros for a ticket with a 1st class supplement if you are at least one hour late at your destination.

However, compensation is only paid out for amounts of 4 euros or more. However, season ticket holders have the option of collecting compensation claims.

Use of another train
If it is foreseeable that the train will reach its destination with a delay of at least 20 minutes, a long-distance train, for example an IC or ICE, may also be used. The costs incurred will be reimbursed. However, neither trains with compulsory reservations nor special trains may be used.

Use of another means of transport
If a train with a scheduled arrival time between 0.00 and 5.00 a.m. is expected to arrive at its destination at least 60 minutes late, a cab may also be used. The costs incurred for this will be reimbursed up to a maximum of 80.00 euros. This regulation also applies if the last scheduled train of the day is canceled and the destination cannot otherwise be reached before midnight. However, any alternative services that may be available (e.g. emergency bus services) must be used first.

It is not possible if the delay is caused by external, unavoidable circumstances (such as bad weather), the passenger's own fault or the unavoidable behavior of a third party (such as suicide).

Further claims - for example in the event of a missed flight or an unusable movie ticket, etc. - are not covered.

Passenger rights for journeys on RNN trains are summarized as follows in § 17 of the RNN Tariff Regulations and Conditions of Carriage:

§ 17 Passenger rights

1) For journeys on rail trains, the rights and obligations of passengers under Regulation (EC) 1371/2007 and the Railway Traffic Regulations (EVO), including for holders of tickets under this network tariff, are conclusively regulated in the Conditions of Carriage (CC) of the respective contractual carrier(s) (carrier). Carriers are the railroad undertakings with which the passenger has concluded the contract of carriage. If the carriage can be provided by several carriers at the passenger's choice, the contract of carriage is concluded with the carrier(s) whose carriage service the passenger actually uses. If the passenger uses a different train than intended due to a delay or cancellation, the carrier whose train chosen by the passenger was canceled or delayed is responsible for the consequences of the delay or cancellation.

2.) These regulations only cover tickets according to the RNN network fare that are used for rail travel.

3.) The passenger's rights arising from a delay only become effective if the cause and effect of the delay occurred in the area of the actual or planned rail transportation.

4.) Compensation payments of less than 4 euros will not be reimbursed.

5.) Claims under the railroad regulations can be made directly to the railroad companies. Reimbursement forms are available from the RNN, the railroad companies:

Deutsche Bahn (DB, DB Regio): www.bahn.de/p/view/service/auskunft/fahrgastrechte/uebersicht.shtml

Trans Regio: www.trans-regio.de/de/service/fahrgastrechte

vlexx: www.vlexx.de/tickets/fahrgastrechte/

or from the

Passenger Rights Service Center: www.fahrgastrechte.info

6) Refunds can only be made if the application was made within one year of the expiry of the validity period of the ticket.

The current §17 of the RNN Conditions of Carriage becomes §18 by analogy.
