Rhein-Nahe Nahverkehrsverbund GmbH (RNN) organizes, coordinates and markets local public transport in the network area. Since 2021, the RNN has been a company with the Zweckverband Rhein-Nahe Nahverkehrsverbund (ZRNN) as its sole shareholder. The ZRNN is an association of several local authorities that are jointly responsible for local transport in the region. The members are
- the districts of Alzey-Worms, Bad Kreuznach, Birkenfeld and Mainz-Bingen
- the cities of Mainz, Bingen, Ingelheim, Bad Kreuznach and Worms
- the state of Rhineland-Palatinate through the Ministry for Climate Protection, Environment, Energy and Mobility
These partners jointly decide on strategic issues, financial resources and transport policy objectives within the special-purpose association.
This means that the state-wide transport policy is even more closely interlinked with the planning and projects of the RNN, which is an advantage for long-term investments, funding programs and coordination with neighbouring regions.

Local transport plans
The regional public transport plan defines binding minimum standards for public transport throughout the entire RNN network area - for example in terms of equipment, stop density and frequency. It serves as a framework for the partial local transport plans of the districts and cities, which specify the requirements locally.
ZRNN local transport plans 2019/2025
The currently valid local transport plans in the RNN were adopted between 2014 and 2017 and are to be updated after 5 years in accordance with the Local Transport Act. The 2nd update of the regional public transport plan of the ZRNN and the local public transport plans of the districts of Bad Kreuznach, Birkenfeld and Mainz-Bingen as well as the cities of Bad Kreuznach, Bingen and Ingelheim were awarded to the planning office PTV in 2019 following the resolution of the ZRNN special purpose association meeting and the commissioning by the local authorities. The costs of the local public transport plans will be borne by the respective local authorities in accordance with the offer. PTV plans to submit the local transport plans for invoicing this year.
In the local transport plans, a deficiency analysis of the public transport concept implemented in 2022 was carried out on the basis of the local authorities' specifications. A categorization and prioritization of the barrier-free expansion of stops was also carried out based on the requirements of the PBefG. In 2024/2025, the public representatives were consulted in the participation process.
As the route bundling is part of the local transport plans, both the respective local transport plan(s) and the regional transport plan of the ZRNN must be adopted in the local authorities.
Due to various influences, there were delays in the preparation process; in particular due to the prioritization of the practical implementation of the public transport concept and the reconstitution or re-election of the committees.

Local transport plans ZRNN 2014/2015
The districts of Mainz-Bingen, Bad Kreuznach, Birkenfeld, Alzey-Worms and the city of Mainz, which are part of the Rhine-Nahe Local Transport Association (ZRNN), adopted the 2014 update of the regional ZRNN local transport plan at the meeting of the association on November 19, 2014 in Ingelheim.
The regional local transport plan defines a requirements profile for public transport in the RNN network area and has bundled routes for the districts of Birkenfeld, Bad Kreuznach and Mainz-Bingen. As a framework plan, it sets minimum standards for stops and vehicle equipment, stop density and connection frequencies throughout the network. And it forms the framework for the partial local transport plans of the individual districts and medium-sized towns, which are also drawn up in parallel. The partial local transport plans specify the requirements for the local area.
They are drawn up for the districts of Bad Kreuznach, Birkenfeld and Mainz-Bingen as well as for the cities of Bad Kreuznach, Bingen, Idar-Oberstein and Ingelheim and adopted by the committees of the respective local authorities following the framework local transport plan.

ZRNN public transport concept

Start of development of the ZRNN public transport concept

on the public transport concept for the area of the Rhine-Nahe Local Transport Association (ZRNN).
The Zweckverband Rhein-Nahe Nahverkehrsverbund (ZRNN), which brings together the districts of Birkenfeld, Bad Kreuznach, Mainz-Bingen and Alzey-Worms as well as the city of Mainz, has commissioned the development of a public transport concept for the area of the ZRNN together with the Ministry of Economics, Transport, Agriculture and Viticulture and the Zweckverband SPNV Rheinland-Pfalz Süd. The aim of the planning project is to extend the successful Rhineland-Palatinate interval in rail transport to bus services and thus attract more customers to local public transport. The main aim of the project is to
- create a newly linked hierarchical bus network consisting of regional and local routes
- ensure the long-term economic viability of bus services by focusing on the main routes and supplementing them with demand-driven services
- and the increased integration of tourist destinations into the public transport network.
The commissioned planning office IGDB from Dreieich has already developed the northern public transport concept for northern Rhineland-Palatinate, which is already being implemented. This ensures that the same methodology will now be used in the immediately neighboring RNN area.
At the recent kick-off meeting between the client and the consultant, a number of planning guidelines were adopted, according to which the new public transport concept will be developed separately from the existing services. As a result, it is planned to connect all towns and villages in the ZRNN with a staggered transport service consisting of rail lines, bus lines and also on-demand services with attractive travel times. The existing mobility study on the development of the national park will be incorporated into the planning project with a view to integrating tourist destinations more closely into the public transport system.
As part of the new main route network, the basic centers will also be included for the first time. This will result in a significantly denser main network than today.
The following service standards are essentially planned for the corresponding services:
- supply-oriented timetable design
- Service on all days of the week
- Intermittent service, if necessary with additional repeaters
- Short travel times thanks to direct routes
- systematic linking of rail/bus and bus/bus with guaranteed connections at the network nodes
Based on the draft for a new main line network, the planning for the supplementary network is then carried out. The following service standards are essentially planned here:
- Demand-oriented timetable design
- Service on working days
- Demand-responsive services in areas with particularly low demand and/or at times of low demand
In the course of several planning rounds, the respective drafts of the new bus route network with route type, routing, timetable (or travel times), connections and scope of service will be submitted to the cities and districts concerned for approval. The aim is to optimize the proposals for future (bus) services in the light of the calculated costs so that the best possible public transport service is achieved with limited financial resources.
The project is expected to last until mid-2018. The implementation of the public transport concept is planned in stages, particularly with the allocation of the bus route bundles defined in the ZRNN regional public transport plan. The route bundles represent a spatial and temporal summary of the existing bus routes in terms of their concession period, which will be redesigned as part of the new public transport concept and then put out to tender across Europe.
